Mailing Recipient Groups (and Mailings?) are not saved properly in a multi-lingual environment

When DB in multi-lingual mode - Getting weird results saving Recipient groups for a mailing. Rows are being saved to mailing_group table - but not the expected rows (screenshot attached after several saves with ‘Newsletter Subscribers’ and several with ‘Summer Volunteers’). In addition to the missing expected ‘civicrm_group’ entity row(s), its adding 'civicrm_group_$locale' row AND adding a new row with entity_table = ‘civicrm_mailing’ and entity_id = 2 or 3 (which happen to be the group.id values for those 2 groups) for each save action. In any case the “Recipients” field i empty when returning to the Draft mailing. Using the two step layout, it also let me Submit Mailing when the Recipients was empty.
