CiviCRM admin broken in WordPress

            Description

            After either upgrading to 4.4.12 or a fresh install of 4.4.12 on WordPress, the CiviCRM admin panel fails to load. CSS does not load properly and the menu is not built.

            After reverting PR #69 (https://github.com/civicrm/civicrm-wordpress/commit/176160cdb911ea23966dcaf513e5281fd1e5cb31) on my local, 4.4.12 works as expected.
