Can't upload images via KCFinder in Joomla/Wordpress

            Description

            To replicate on demo server, go to any KCFinder dialog box. E.g.:
            Mailings menu > Message Templates
            Add Message Temples
            Click the "Image" button on the WYSIWYG toolbar on "HTML Format" to bring up the error. You'll see:

            • The error messages mentioned on CRM-15888 (I assume they're related, since they don't appear on Drupal, and neither does this bug).
            • "Unknown Error" in both the panes.
            • If you attempt to upload, you receive "cannot write to upload folder" - even with no permission issues, and even though one can upload contact images.

            The symptoms are similar to CRM-12975, but the fix doesn't work here. Also unlike CRM-12975, this is replicable on the WP/Joomla demo servers.

            Since this breaks adding images to templates/mailings, I'm marking it as major.
