Description
If a user has the permission "View All Contacts" but not "Edit All Contacts",
There is no "Add a Note" button, but on records with no visible notes the message "There are no Notes for this contact. You can add one." appears.
Via this link they are able one note. If they copy the link they can add as many as they want.
