Correct PHP value in Drupal .info files

            Description

            Our .info files indicate that CiviCRM requires PHP 5.3 in some places and PHP 5.2 in others. Those that require PHP5.2 depend on civicrm which requires 5.3.

            Documentation says 5.3.10 so presumably that's what we should have in our requirement , but just making them consistent at 5.3 would probably be an improvement.
