Backend forms don't reload when you switch payment processors

I've opened this to cover an issue from the IATS queue.

"The issue is that the backend forms don't reload when you switch payment processors, so whichever payment processor gets loaded first is determining the billing fields. It's kind of a big deal if you've got any ach/eft processors, depending on how they get ordered:."

From what I can tell the IATS solution is not to load the direct debit payment processors at all for back office forms in 4.4 & 4.5.

My misgiving about putting this into core is that it seems that if you only have a direct debit processor it will never load back-office. I'm not sure if that applies to all dd processors
