Non-Latin Alphabet Report Export Problems

            Description

            Hi all,

            Exporting reports as a PDF or CSV results in either gibberish or '??????' when using non-latin alphabet languages (Russian and Arabic for instance). This makes the export function somewhat useless for sites in this language (which are a common use-case for us here at NDI).

            Any thoughts on how this might be fixed would be greatly appreciated.
