Ignoring "test" mode flag while retrieving payment processor

            Description

            While retreiving payment processor "test" mode flag is always set as FALSE , irrespective of "mode" param.

            Failing Webtest :
            WebTest_Member_OfflineAutoRenewMembershipTest.testOfflineAutoRenewMembership
            WebTest_Contribute_OfflineRecurContributionTest.testOfflineRecurContribution (fixed already CRM-16105)
