add cron to installation instructions for each CMS

      Description

      I was surprised to find that configuring cron is not mentioned in the installation instructions for Drupal, WP or Joomla!, but only in a separate page under Troubleshooting. I realize most Drupal sites, etc will already have cron setup, but still, it should be mentioned either as a prerequisite/assumption or in instructions on how to check that it is running or best yet, through a reference to this page: http://wiki.civicrm.org/confluence/display/CRMDOC/Managing+Scheduled+Jobs

      I would separate the configuration of Managing Scheduled Jobs from setting up the base invocation of a cron. The former should be in the material for the initial config of all settings, while the latter is a technical task that should be in the install instructions. Or is it now somehow handled by the auto installer?
