Cutom Field - Type = File : When Field is Required it Requires a New Upload Even if One Exists

Create a custom field type=File and make it required.
Edit a contact record and upload a file for this field.
Now go back and edit the custom group values again - to change some other field.
On save - it throws error that your custom file field is REQUIRED - even tho there's already a file uploaded for that field.

NOTE: I tested this in a custom group w/ display = Tab. It's probably a problem in "Inline" mode as well, but didn't test that case.
