Add Contacts to Group from a Report fails for non-admin users

            Description

            I have NO problems with admin user, but with a management user, with Drupal "edit groups" permission I can NOT add contacts to a group from a Report, using "Add Contacts to Group", at the top right corner of the report.

            BUT this management user CAN add a user to a group from his Groups tab: civicrm/contact/view?reset=1&cid=XXX

            This user should add contacts to group in both cases.

            By the way, this is a silent error... Management user can pass all the screens at Report "add to group" action, but he loose last "green" confirmation message.
