Joomla bootstrap authentication not successful for rest api

            Description

            Currently when using the rest api in Joomla the authentication required is not completing successfully, meaning that only data and actions that are public are accessible.

            (Also the Joomla file includes support for old insecure unsalted Joomla 1.0 style passwords as well as the no longer used salted md5 ones. Given the minimum version requirements is there a reason to include this or could it be removed?)
