Allow choice editable/noneditable field for both drupal registration/ profile

Support the following use case:

Organization exposes a number of CiviCRM fields to the user during registration. User fills out those fields. After registration, the organization wants control over editing those fields, but wants to display them to the user since that will trigger a phone call... hey my address is different than what you have on file here.

Currently a field is either editable or not. It should be editable or not for both registration and profile.
