implement pagination on custom field option list page

The custom field option list page currently is not paginated – the entire list of options for a field is displayed at once. I've run into some instances where clients have fields with a very long list of options, such that the browse will sometimes choke when loading the page. It would be great if that page was paginated to reduce page load issues.
