Display i18n downloads if browser language not English

            Description

            From a marketing perspective, if a user's browser has a default language other than English, it would make sense to present relevant information on the website about i18n/l10n. Question: what about based on GeoIP to a non-English speaking country?

            1. A new feature page about support for and available translations for other languages, as well as for multilingual sites.
            2. On download page, present links / info / ?? on installing in other languages.
            3. Other?
