CiviCRM Navbar not Translating via CiviCRM Language Switcher

      Description

      We are running into some issues with the internationalization and translation in Civi version 4.6.0 and higher.

      As it stands, our active sites are on 4.5.8, and up to this point we have had little issue with using the CiviCRM language switcher and translating both the civi navbar and the page content based upon the selected language.

      However, when we upgraded a site to Civi version 4.6.0, we seemed to lose the ability to translate the navbar using the Civi language switcher (or the Drupal language switcher for that matter). It appears as though the content on the site is translating, but the navbar is not. I also checked out the 4.6.0 demo site that you all created, and the CiviCRM language also does not appear to translate the CiviCRM navbar on that site either.
