Description
There are number of problems with bundled Open Flash Chart component.
1. CiviCRM distribute pre-built binary `.swf` file without sources in `civicrm/packages/OpenFlashChart`. Ideally source tarball should be comprehensive to allow re-building all binary components. Also it is a good practice to ship sources with GPL'ed software.
2. Open Flash Chart .SWF can be compiled only by non-free Adobe Flex SDK which is also unmaintained/abandoned upstream. From Debian point of view the software is non-free if you need non-free software to build it.
Therefore Debian can not ship Open Flash Chart (as part of CiviCRM or separately).
3. Open Flash Chart is not actively maintained.
4. Flash technology itself is deprecated, annoying and obsolete.
Considering all the above please switch from Open Flash Chart to another charting software, non-flash and FLOSS. I'm sure these days it is possible to find something suitable, possibly SVG or HTML5/javascript based.
