Multilingual: when a new language is added, translate the option values

            Description

            When installing CiviCRM in a specific localized version, CiviCRM load the translated option value in the database using sql/civicrm_acl.LOCALE.mysql and sql/civicrm_data.LOCALE.mysql

            After the installation, if we change the default language or in multilingual mode, if we add a new language, the data in civicrm_acl and civicrm_data is not loaded. Everything has to be translated.
