            Description

            CiviCRM distribute some 3rd party components without a license.
            For instance files in `civicrm/vendor/composer` even refer to license:

            For the full copyright and license information, please view the LICENSE
            file that was distributed with this source code.

            But there is no LICENSE shipped.

            Another case is `civicrm/vendor/totten/ca-config` where until recently upstream didn't even had a license, see
