Possibly related to https://issues.civicrm.org/jira/browse/CRM-16238
After upgrading to 4.6 a client reported that emails were being sent out without authorization. I replicated the error. Steps to replicate:
1) Reuse an email that was sent prior to upgrade
2) send a test email
3) Run the mail cron
4) Check the report or see if you received the email if you are in the oriiginal group.
Oddly enough the report shows up as completed in the Draft and Unscheduled mailings list.
Note: New mailings reused do not seem to be causing this problem.
