Recurring contribution option does not show on membership renewal form

      Description

      The checkbox for allowing recurring payments is missing from the renew membership by credit card (back office).

      In investigating this I observed that there is some wierd code around displaying amount in the tpl and on testing I found that the amount box shows if you have don't have contribution permission on the renew you (incorrectly IMHO) see the amount field. The same does not apply for the membership form & the code 'reads-wrong'
