            Description

            The setvalue api action is mostly used for in-place editing. Steps toward removing it are:

            1. Switch default in-place edit action to "create"
            2. Mark it deprecated in the api explorer and documentation/changelog
            3. Test existing in-place edit screens
            4. Find and fix any other uses of setvalue api in core code
