Activity api won't retrieve custom data for subtype (even when it's the right subtype)

Problem is that CRM_Core_BAO_CustomGroup::getTree function doesn't offer option to retrieve all - regardless of whether a subtype exists.

This function potentially also should do some static caching as it can rebuild the same tree over & over
