Find Participants by Event Type requires Administer CiviCRM permission

When a user without Administer CiviCRM permission uses Find Participants and clicks on the Event Type field, the resulting option list shows "None Found." In order to get the Event Type field to populate properly, the user must have Administer CiviCRM permission. I have users, however, that need to search for event participants but should not have the ability to change CiviCRM system settings.
