Payment processors with invalid config being loaded on contribution & event pages

I have observed that if a payment processor config check fails the processor will still load onto the contribution page in 4.7 - e.g paypal express with no signature.

Only valid processors should load - patch coming. I believe events also affected.

This is unlikely to affect functioning sites.
