Display Country in uppercase so that mailing labels comply with postal regulations

            Description

            For most/all countries, postal regulations for international mail state that the "COUNTRY" should be uppercase. In CiviCRM Country is Title case.

            Changing Country to be all uppercase would be one step towards mailing labels and PDF letters complying with postal address regulations.
