Hi Tim,
I think this is just a matter of filling in a form but I believe CiviCRM github needs to be on this list before it will be permitted by make files as a library for install via buildkit (which is the drupal 8 way & if it does nothing not much harm done either)

I'm not exactly sure the format for the packaging side of things in terms of wildcards etc
