message templates not available for send SMS activity

After upgrade to 4.5.8 users have found that when sending an SMS to contacts the option to use message templates no longer appears.

At the same time the character limit for an SMS message has been extended to 460 characters, but this only sends the first 160 characters.

Have tried update the clickatell extension from v1 to 2 then to 3, this hasn't had an affect.

The previously created message templates are still accessible via the admin console, they just aren't available for creating the SMS message.

Apologies if this has been raised before, have tried searching here and have posted a question on stack exchange to no avail.
