Disabled buttons in CiviMail UI are confusing

In New mailing, if you skip adding a mailing name, add the content or whatever and then try to hit either the next button or the send test mailing buttons, nothing happens.

I think it should give a standard error about mailing name is required or it shouldn't care and continue on. It lets you save a draft without a mailing name.
