In the absence of memberships, don't assume to remove all roles for which their are synchronisation rules

Currently, if I have role synchronisation rules, and I manually assign someone a Drupal rule who currently has no memberships, they will have their Drupal role revoked. This isn't the expected behaviour, as the synchronisation rule is supposed to only take effect based on the status of a membership - not it's presence or absence.
