setup.conf is included in the CiviCRM tarball

            Description

            Starting with, I believe, 4.6.5, <civicrm_root>/bin/setup.conf has been included in the tarball.

            I assume this is by accident? setup.conf is only needed for GenCode if I understand correctly, so shouldn't need to be present.

            I'm raising it because it's the only file that's not world-writeable in the civicrm_root, which screws with certain backup configurations.
