Profile add-to-group feature doesn't work with petitions

            Description

            In both the Contact Profile and Activity Profile of a petition, setting the "Add new contacts to a Group" drop-down does not cause the petition signer to be added to either of the specified groups.

            I suggest that petition signers be added to the group(s) specified in either of the profiles, and that the relevant documentation be clarified.

            Problem was confirmed on http://d46.demo.civicrm.org/.
            As the demo site does not send email, this was tested with CiviMail Component Settings:

            • Enable Double Opt-in for Profile Group(s) field = Unchecked.
            • Enable Double Opt-in for Profiles which use the "Add to Group" setting = Unchecked.
