Make Event Registration Start & End Dates Required to Avoid " "Error Registration for this event ended on"

Hi all,

I was attempting to recreate an issue reported by a client on the demo site, but when I created the event (http://d46.demo.civicrm.org/civicrm/event/register?reset=1&id=10) and clicked on "Registration (Live)", I was presented with "Error Registration for this event ended on" even though the event had yet to start - it took me a few minutes to realize that I had failed to enter a registration start and end date - after doing so, I was able to register without issue.
