CiviMail's ckeditor doesn't display template body

Steps:

1. Create new mailing
2. In the "Templates" field, choose one of the templates
3. Observe: The subject should change
4. Observe: The HTML body should change

Step 4 fails on dmaster demo site – but works on d46. Notably, if you enable angularDebug=1, you can see that the body is changed, and reloading the page will display it. The problem seems to be in displaying the updated content in ckeditor.
