ACLd users do not see saved search group when sending a civimail from a saved search

            Description

            CRM-13644 added ACL checks to the group.get api - but it accidentally excludes hidden groups - leading to civimail problems for users with restricted acl group access.

            I have only tested ACLS using hooks. ACL users who don't use hooks may still be affected by not being able to see hidden groups- but should not be adversely affected by this patch as it simply requests hidden groups not be excluded by the group-acl checker
