Import of relationships into existing contacts fail with Update or Fill

This was done on the 1.7 alpha demo server.

I imported 20 new contacts, some with relationship information using the Relationship test-3.csv file. The relationships imported correctly for this group.

Next, I used the attached file test-3-update.csv to attempt to add relationships to existing contacts. The relationships were not created for the existing contacts. I tried using update and then fill.
