Description
When a wait-list enabled event is full, and you try to add wait listed participants, the behavior about suppressing the fee block is not the same for all participants. The first participant does not get shown the price set, but subsequent participants do get shown the price set and must make a fee selection to validate the form. The registration completes without completing a payment transaction.
The behavior should be the same for all participants. I'm new to the CiviCRM community so I don't know the precedents for user experience. Here are the options as I see it:
I could see an argument to not be presented the fee set since that could scare users that they would be charged. However, I believe it could be more confusing for the user to not be presented fees that one will eventually owe. I think the content on the page and associated waitlist email should instruct the user that they would be liable for these fees if their wait-listed registration is accepted.
This issue was discovered while trying to test if issue CRM-14225 affected us. We saw it on 4.4.19 when trying to back out out of PR4099. I then saw it again while testing on the 4.6 demo server. I don't know whether documentation is required.
