Description
When composing a new email in CiviMail, the paste buttons provided by ckeditor ("Paste", "Paste as plain text", "Paste from Word") are not greyed out.
However, as soon as I click in the HTML texteara box, they become greyed out and do not work.
The Mail interface seems broken on the Drupal 4.6 Demo site (I get an error when I click to add a new mailing) so I couldn't test there. However, I did replicate this issue on the WordPress4.6 Demo site.
