DKIM: CiviMail passes, but "Send Email" fails hash test

            Description

            Observed just now and reporting in case someone can reproduce it.

            On a server using OpenDKIM, sending two emails to the same contact, one via CiviMail interface and one via Send Email interface, the latter email will fail DKIM hash test with dkim=neutral, (body hash did not verify) and the former will pass DKIM hash test dkim=pass
