Mailing paths are failing to build completely giving 'unknown path'

            Description

            on demo and sandbox when i click on New Mailing i get to /civicrm/a/#/mailing/new and no further and get an 'unknown path' message.

            we hit this on Fuzion repo so assume it is upstream, and hence checked and got same result on both Demo and Staging
