joomla: user id display check shouldn't be so restrictive

when we get the url to expose the contact's user ID on the summary tab, we check to see if they are permissioned sufficiently to have access. in Joomla, the current restrictions are very high – you need to be a super admin in order to view the link. that is excessive – we should just permission on whether the user has edit access to all user records.
