Conflicting 'label for' in group settings modal

Clicking on the 'Access control' or 'Mailing list' settings labels when editing a group's settings in the modal dialog actually toggles values in the background.

To recreate:

• Manage groups: http://dmaster.demo.civicrm.org/civicrm/group?reset=1
• Administrators > edit 'Settings' (opens in dialog)
• Click on the label for 'Mailing List' - it looks like nothing is happening, but actually, if you move the window, you'll see that it's toggling the checkbox in the background - the filter for 'Find groups'
