Fractional Addresses are not handled properly when Street Address Parsing is enabled

When the Street Address Parsing feature is enabled, an address with a fractional component is presented for editing with the space between the street number and fraction removed. Unless the space is manually reinserted, the street number and fraction will be saved without the space. This behavior does not occur when the Street Address Parsing feature is disabled.
