Missin "Littoral" and "Nord-Ouest" provinces in Cameroon

            Description

            Hi,
            CiviCRM is missing "Littoral" and "Nord-Ouest" provinces of Cameroon.
            I have checked latest https://github.com/civicrm/civicrm-core/blob/master/xml/templates/civicrm_state_province.tpl file and there are only 8 provinces, but there should be 10 provinces for Cameroon.

            Missing ones:
            LT Littoral
            NW North-West
