Membership status rule edit form won't save removal of 'admin only' attribute

When editing membership status rule, if using the edit form, the user cannot change a status rule from from being 'admin only' (i.e. an override status) to being a standard rule. If the user upticks the checkbox and saves the rule, the rule still displays as being an admin only rule.
However the inline editing approach does work.
