– I don't agree with this, however, as Civi is for supporting Voluntary sector organisations & a lot of them rely on funding streams that is authority based, so, given that the boroughs are authoritative administrators for the UK, Counties become the norm for much of the environment Civi is operating withiin.
It also seems to have an adverse effect on mapping (if a substitute county / province is chosen).
