Pradeep Nayak and Joe Murray The install tarball sample data comes from civicrm_generated.mysql which is code-generated via regen.sh calling sql/GenerateData.php. So fixes need to be made to GenerateData.php.

New copy of civicrm_generated.mysql also merged at https://github.com/civicrm/civicrm-core/pull/7480
JMA will fix install tarball but due to resource constraints will not include upgrade scripts for the sample data. This will mean that a few installs might still experience the problem, eg, if an instance runs for a few years before enabling CiviContribute.
