Improve admin forms for CiviCRM Group<>Role sync

1) Use Drupal convention of a 'local action' for adding new rules, rather than a tab.
2) Adding a 'debugging' setting to turn on/off detailed logging of which roles/groups have been changed for users (this should help speed things up a bit too).
3) Minor tidying.
