Ability to export custom data groups, profiles, and other meta data.

It would be very useful to be able to export custom data groups, profiles, relationship types, location types, etc. in a way that they could be imported into another instance of CiviCRM. There are several ways this could be used.

1) The Freedom and Justice Party of Illinois creates a set of custom data fields and profiles it uses for a Barn Raising fund raiser. Its counter part in Northern CA, wants to run that same event and would like to be able to import this data.

2) In order to test a new release, one needs to replicate certain conditions on a sandbox system. Being able to add one profile or data group at a time would make this process easier.
