Description
In the "Administer / Localization / Languages, Currency, Locations" screen you can choose a default Country and State Province for contact address fields. When choosing a country AND state, only the country is defaulted when creating a new address.
To reproduce:
- set default country = United States, default state = California in the above settings screen
- go to any contact, create a new address for this contact
- the country field will be pre-filled with United States, but not the state
- save the address, the country is correctly saved but the state is still empty
